My 91 YJ is stalling.?

I have a 91 YJ that is stalling and running hot. We have changed the radiator and hoses, water pump, distributor cap and wires and the thermostat. We can start it and it will run ok but when we apply the gas it bottoms out. We have put HEAT in the gas tank and are thinking about a can of Seafoam. What could our options be as to what else is wrong???? Could it be a frozen fuel line between the engine and the gas tank. We have been able to get it up to about 3000 RPMs..

possibly a fuel filter could cause the stalling may be a head gasket look for milky oil
